Overview

Direct Aid Society – Yemen Office invites contractors to submit their bids for Public Tender No. DA\2026-91451 for the year 2026, for the implementation of two water projects in Al-Rahbah and its neighboring villages, and Qateeb and its neighboring villages, in Bani Al-Awam District, Hajjah Governorate.

The projects are funded from the endowment proceeds of one-third of Hamad Ali Hussein Al-Kharafi, may Allah have mercy on him, for wells.

The project numbers are 2025YEMWAT5011 and 2025YEMWAT5012.

Please note that a tender document fee of 15,000 Yemeni Riyals must be paid to the cashier at Direct Aid Yemen Office when submitting the sealed envelope. Bids will not be accepted if this amount is not paid.

Bid Submission Requirements

The bid must be submitted as one original and two copies in a closed envelope sealed with red wax.

The envelope must clearly include:

Entity name
Project name
Tender number
Bidder name

The bid must include a guarantee valid for 90 days from the date of opening the envelopes, along with the following documents:

Required Documents

Bid Guarantee
A bank guarantee using the same format specified in the tender documents, with a fixed amount of USD 9,141 — nine thousand one hundred and forty-one US dollars only — valid for 90 days from the date of opening the envelopes, or a certified payable cheque.

Company Registration and Classification Certificate
A valid copy of the registration and classification certificate / commercial registration.

Tax Documents
A valid copy of the sales tax registration certificate and tax card.

Insurance and Zakat Documents
A valid copy of the insurance card and zakat card for the tender period.

Professional License
A copy of the professional practice certificate and shop/location license.

Company Profile and Previous Experience
All offers must include a contractor profile, performance records in contracting works, copies of previous construction contracts, and other documents related to the subject of the tender.

Currency of Bid and Payment
The bid must be submitted in US dollars, and payment will be made in US dollars to the institution/company account, not to individuals.

Supply Catalogues
Catalogues related to the supply works included in the tender must be attached, signed, and stamped.

Technical Specifications Table
The technical specifications table must be completed.

Implementation Schedule
The implementation timeline must be attached, signed, and stamped.

Award Notification and Objection Period

Direct Aid Society – Yemen Office will notify the winning bidder within a period not exceeding 30 days from the date of opening the envelopes.

All bidders will be granted a period of 10 days to submit objections before the authorities specified by law and regulations. This period starts from the date they are officially notified of the winning bidder.

Direct Aid reserves the right to reject all or part of the bids, or to cancel the tender at any time, without bearing any responsibility or obligation toward bidders, or being required to state the reasons for such action.

The organization is not obligated to award the contract to the lowest-priced bid. Awarding may be based on strong justification and in coordination with the International Cooperation Sector.
