Rehabilitation and operation of Qarn Al-Washal Water System
Yemen Aid announces the launch of Public Tender No. YA-WASH-12/2026 for the rehabilitation and operation of Qarn Al-Washal Water System in Mudiah District, Abyan Governorate.
The works include the rehabilitation and extension of pumping lines and the water distribution network, rehabilitation of the water tank and pump room, and the supply and installation of a complete solar pumping system.

Tender Documents
Eligible and registered companies, contractors, and suppliers in the Republic of Yemen are invited to submit their bids according to the tender documents, instructions, approved forms, and details.
General Conditions
The bidder must price all items in the Bill of Quantities for the project and provide the total price for each group. Failure to price any item, or the presence of calculation or pricing errors, may result in disqualification, according to Yemen Aid’s decision.
Bidders must submit a bid guarantee equal to 2.5% of the bid value, valid from the date of bid opening.
Issuing this invitation to tender does not constitute a commitment by Yemen Aid to award a contract or cover any costs related to preparing or submitting the bid.
Yemen Aid is not obligated to accept the lowest bid or any other bid.
Yemen Aid reserves the right to cancel or re-announce the tender at any stage without providing reasons.
Eligibility and Required Documents
To be accepted, the bid must include the following valid documents:
Personal ID
A valid copy of the personal ID of the company representative or contractor.
Commercial Registration
A valid copy of the commercial registration.
Tax Card
A valid copy of the tax card.
Insurance Card
A valid copy of the insurance card.
Zakat Card
A valid copy of the zakat card.
Professional Practice Certificate
A valid copy of the professional practice certificate.
Contractor Classification Card
A copy of the contractor classification card.
Cover Letter
A cover letter confirming the intention to participate in the tender and acknowledging that the bid will remain valid for 90 days from the date of bid opening.
Financial Capacity Proof
Proof of financial capacity, such as an approved bank statement or a signed report from a certified accountant.
Stamped Tender Documents
All tender documents must be fully stamped, including all submitted attachments and supporting documents.
Technical Bid Requirements
The technical bid must include the following:
Company Profile and Experience
A profile of the bidder’s office/company showing capabilities and previous experience. The bidder must have implemented at least three similar works in the same field during the last six years, supported by contracts and relevant evidence.
Implementation Schedule
A clear and detailed implementation schedule showing the project phases.
Completed Tender Forms
All forms and templates attached to the tender documents must be completed and submitted with the required supporting documents.
Technical Material Questionnaire
The technical questionnaire for materials / sample list must be completed, with related catalogues attached.
Proposed Work Team
A list of the proposed work team, including engineers, technicians, workers, and administrative staff, with their qualifications and experience. CVs and copies of personal IDs must be attached.
Equipment and Tools List
A list of equipment, devices, engineering tools, transportation means, and contracting equipment that will be used for project implementation.
Quality, Safety, Health, and Environmental Plan
A quality management, occupational safety and health, and environmental management plan.
Environmental and Social Management Plan
The bidder must comply with the requirements of the Environmental and Social Management Plan (ESMP), which is being prepared by Yemen Aid under the supervision of UNDP. This plan forms an integral part of the contract requirements and will be binding on the winning contractor.
Financial Bid Requirements
The financial bid must include:
Bid Guarantee
A bid guarantee equal to 2.5% of the bid value.
Bill of Quantities
A printed copy of the Bill of Quantities showing the unit price and total price for each item, in US dollars.
Inclusive Prices
The submitted prices shall be considered inclusive of all works, materials, equipment, taxes, and other obligations according to the technical specifications and instructions of the supervising engineer.
Technical bids will be evaluated first. Financial bids will only be evaluated for technically accepted bids.
Additional Notes
Bidders are expected to submit independent financial offers.
Taxes will be automatically deducted at a rate of 5% from the value of each payment certificate for each project.
Yemen Aid has the right to request written clarifications from bidders without creating any contractual obligation.
